What Is the Definition of Corruption of Money?

Central bank can create something that dictates a lot of human action, but with no democratic approval. That seems like institutionalized corruption, in my view. If your bank account can be frozen, then it's not really money. It's been corrupted. And this is why Bitcoin is so transformative, because it can't be corrupted. But we're using this word corruption. I would just like to double click on that. How would you define?
