The federal government is trying to avoid what happened nearly 20 years ago when Paul Martin's government gave a lot of money to the provinces for healthcare. In other words, all the improvements and reforms that the feds were hoping to buy didn't really happen. So this time, Prime Minister Trudeau wants to make sure that if he does hand out a whack of cash to this group of premiers, it will get the kind of improvements they believe are needed.
