There was a strategic calculation going on there with respect to resources. Was it motivated maybe by an ideology? Yes, but I don't think that makes it purely ideological. It does seem like what's happening here. There certainly was a strong thread within Japanese culture at that point. That drove a lot of their leadership to envision Japan as the powerhouse of Asia and the Pacific. But they also had this situation where they were running really low on a few important resources, including oil.
