The Problem With the Concept of Human Capital
The notion of human capital is a concept that actually works. What it means for an individual worker is not only do you have to invest in an education, but you have to know what the labor market's going to look like by the time you've got your education complete. It completely ignores things like macroeconomic policies and race and gender. These are things that might be totally outside of your control, but the concept of human capital makes it seem like they are under your control.
