Is There Progress in Science?

Science is a political enterprise in which you have to maximize the freedom involved. Mill's great fear is dogmatism in science, he thinks it has to be constantly guarded against. And so something like scientism would be something that he is very concerned about. There are many observations which are not even available to us until we've developed a new theory. So we actually have to s out of some sort of irrational passion or moment of creativity. You get these competing theories with facts according to built observational theories and so on. We make that leap of faith, and then we see, ok, here's a new theory, and now we can generate new observations according to this theory.
