In theory based treatment planning, goals are what the therapist will do to accomplish those goals. In a clinical treatment plan, interventions are used to achieve that goal. The formula for making for writing specific goals is in the Gay Heart and Tuddle book published in 2003. It includes bringing in pieces of third party insurers' required by law.
