What Role Does Arms Control Play in National Security?

When you were strat com commander, and i have to ask this, cause i started my career as a nuclear arms control analyst, you were actually very supportive of strategic arms. The other piece that is important in my mind is having that ability to have some transparency into each other's capability. Even just the thing of every time you test launch something that's inter continental, that we tell the other side before doing so. And those actually bring more ability, i think, going forward.
