Is Registration a Custom in the United States?
Prenzmy: The notion of registration is a custom in the United States which is beyond the law. He says it's generally understood to confer upon a person the rights and obligations of a parishioner. But Prenzmy argues that this does not have a juridic effect on those who live in the territory of the parish. "It is the implied disenfranchisement of true parishioners if they don't also," he writes.
