Demagoguery is one of many instrumentalities available to constitutional officeholders. It's appropriate for members of Congress who are in some ways explicitly advocates, part of that is advocating for their constituents. But it would be very inappropriate for say, federal judges or Supreme Court. Part of that I think is an intuition that we're all aware of, right?
