Rome's Liberty Was Guaranteed
Tribunes were intended to act as a restraint on the abuses of the nobles. But almost immediately, people began agitating for still more powers. All that disunity actually compensated for its moral decline. Two self interest, in other words, compensated for a lack of virtue. As long as social tensions existed, Rome's liberty was guaranteed.
