Bolshevik Decree of the Peoples of Russia

On november second, the bolshevik government issued a big one aimed at securing the support of the minority nationalities. The decree then announced a four point programme. It appeared to be renunciation of centralized domination. Even if the empire itself continued, it would certainly be some kind of confederation of autonomous peoples.
