The Quaker Social Action Division and the American Friends Service Committee
Hoover administration was concerned about children starving in scott's run. They asked the quaker social action division to help figure out what was going on. Quakers recommended something that would ultimately become the subsistence homestead programme. Four of those communities were aimed at helping miners stranded doing industrial farming. The first community is called arthur dale and there are 29 others scattered throughout the country.
