Ravi Agrawal: We had warned the government as far back as in 2014 after Kedarnat tragedy. He says Joshimurt hill is a paraglacial zone where glaciers have left behind huge amounts of moraine and debris. The fast flowing Himalayan rivers can gather a lot of energy and move these moraine downstream, he adds.Agrawal: Government has had enough warnings going back to 1976 when Mishra Commission highlighted that Joshimurt was sitting on old glacial debris.
