Is AVUV Better Than VIOV?

The Avantis US Small Cap Value ETF, ticker symbol AVUV does this well. If you had to do it over again, would you choose AVUV over VIOV for the small cap value portion of your Risk Parity portfolios? Tax efficiency is also a consideration for me as I am in a high tax bracket and will be holding my US small cap value funds in a taxable brokerage account.
