Is This a Sound Policy?

i think until you're in the midst of bombs and murders and tortures all around you, it's hard to know how it feels when that finally stops. And i think that that also is a contributing factor to the overall instability of bosing ot. For 26 years now, our policy has been as long as there's no shoot, which is not a sound policy. Our youths are leaving an absurbed absurd amounts, to germany, to austria, to the united states. So it's just, i's that a sound policy? And i'm just hoping e it will change eventually, somehow.
