In addition to educational reform, there's military reform also provincially varied. The Army of the Green Standard was described as being in the last stages of deterioration. Corruption, collusion with bandits, gambling and opium made them all but useless. Officers who are supposed to be literary scholar exam passers were mostly archery, sword play and shot putting.
