The Unpredictability of the Future

Filing systems often fail because they try to predict what will happen in the future, and we're quite bad at doing that. Whittaker has this lovely phrase he calls it premature filing which is when you file something without any context. This is another reason why the pilots tend to have filing systems that make more sense than those used by most people.
