The Justice Department doesn't have any prohibitions, any internal memos and say you can't bring charges against him because he's running for president right. One of the reasons why he declared perhaps a lot earlier that he planned to is he thought that this would dissuade the Justice Department from pursuing this investigation. A lot of them were surprised by it. He wasn't required to be there I believe.
