Is There a Plan to Insulate the Domestic Business?

Switzerland had devised a set of really elaborate rules, what would happen in the next banking crisis. The broad plan was insulate the domestic business and sell off everything else. But when it came to actually implementing it, they looked at the plan and it can't be done. It wasn't a coincidence that both US regulators and UK regulators were in direct contact with Swiss regulators when they forced the deal.
