The Baptist Confession of the Local Dissident
The Apostles Creed contains the phrase and remained in the state of the dead. It's possible that it was chosen so as to not exclude, but to include those who denied the doctrine of the local dissent. We know that the particular Baptists were willing to do that. They say we avoided mention of these things so that we could affirm this confession.
