Insects fly in two different ways. Some insects have direct muscular control of both the down stroke and the up stroke. But many insects, such as bees, wasps and flies, have a kind of flight motor which just vibrates them. The flight muscle just oscillates at a fixed frequency. And all that the animal can do in controlling it is to switch the engine on or off. That's an interesting difference between insects and vertebrate fliers.
