Do you think Mark Harper was personally responsible for withdrawing the offer from the rail industry that you thought was coming on Monday? I am responsible for everything in the R&G, I sign every letter, as does he, more or less. And it's definitely true, and I've been told this by very senior people on the railway, as senior as they can be, they are not allowed to make an offer.
