Is the Autocracy Brilliant?

Building up the idea of the autocrat as being, by definition, brilliant is quite dangerous. Autocrats are usually lacking government nohow experts, and they're also usually very inefficiently run and managed. To execute the overthrow or destruction of a regime does not take machiavellian engineering. You do not have to be brilliant to destroy one. In fact, destruction is almost inevitable when you're not brilliant.
