The Background Tactic Bargain
D, when you talk about a bargain, do you mean a tacit bargain or something explicitly negotiated? It really, i think, has to be both. So the background tacit bargain says that we the people. Once again, thate's a question of who is the people? Who are the citizens? That's a complex question for any democracy.
