Every generation needs someone to say, this is what God has handed us and hear how it's relevant for our moment. It's the role of the prophets. Moses sets the mold. Once you get into the speeches, it's hard to tell if the people Moses is talking to are the dead people of the Exodus generation or the second generation of the children. And then sometimes it feels like he's speaking to you, the reader, like sitting way in the future. This is really intentional that Moses is renewing the Torah.
