The city is the decision maker whose policies or zoning decisions would obviously affect the value of the land on the market. One of the main investors was actually based in Wall Street was an American hedge fund so it becomes very interesting when you look at the money flows as well. I think that in a lot of ways cities are underfunded, and of course they have a lot of ambitions. But just to think that the only way for cities to keep their lights on is to work together with public private partnerships"
