The Politics of Ideas in Democracies

As long as we have democracies which are organized through political parties, the politics of ideas side of it is implicit. But how do you balance the two? I mean, how are we going to have a system which gives adequate weight to each? It's hard to see how you can address that kind of really sustained underrepresentation of women without taking explicit measures.
