The State Ratification of the Constitution of the United States

Massachusetts, still reeling from the anarchy of shay's rebellion. Massachusetts ratified the constitution on february sixth by a vote of one 87 to one 68. The first state say no was, naturally, rhode island. New York City didn't get on board until Clinton freed up just enough voters to let new york ratify 30 days later. North carolina and rhode island only left out of the union when they threatened to secede and join the rest of the country.
