The first plan for controlling civil unrest in East Pakistan was authored by Sajada Yaku Khan, who wrote the plan. But then he changed his mind that there was no military solution. He tried to persuade his bosses, particularly Ayah Khan, that they should be talks with the Ywami League and some kind of solution should be found to the discontent. In fact, people took a very dim view of his approach, and he was threatened with a court march. His orders to his troops were, quote, I want the land and not the people.
