When the law was passed, the tester, Hagen amendment was part of it. And that was supposed to exempt the smallest of the small farmers. But what the FDA did was completely botched that and say that no, it actually applied to total farm sales. So that basically would have been snared a whole bunch of people who otherwise wouldn't be ensnared by that regulatory process.
