The Importance of Balance in Regulation

After the cancer cell ejection, now there are experiments like it, the NIH setup a system requiring public health service to have their work reviewed by an IRB that was in 1966. And that was a reasonable system and it recognized that what IRBs need to do is balance two competing considerations. The law, understandably, emphasized the protection of subjects. It emphasized that while IRBs should permit harmless research to proceed, they should seek a primary goal as protecting subjects from harm.
