In the late thirties and forties, when the foundations any potential programme were laid there are people who are qualified to do this work. And that that's the beauty of history, rigte contingency, convergence, things that you can't necessarily predict or, you know, in a way. At the time of independence, it was for india to prove itself as a new, independent nation that can be as big and important as europeans or the americas. The political imperative is one of maintaining independence as the highest priority and industrializing as an equally important priority. So you have state interests and the a thes range of people involved in thinking like this, right?
