The most influential Catholic in Ireland at this point is probably John Thomas Troy, the Archbishop of Dublin. The British have been making concessions to Irish Catholics partly because they want that untapped resource of manpower presented by the Irish Catholic population. And Troy is a very interesting figure because he saw everything in European terms. He had been trained in Rome where he spent 21 years, he'd been in the low countries and consecrated in Brussels.
