The Politics of Rwanda

I wouldn't say it's an armed truce. I mean, essentially back in 94, the Hutus massacred the Tutsis and more moderate Hutus who stuck up for the Tutsi government. As a visitor, it certainly seems very stable. You're on dirt roads the whole time. Loads of people come running out to see you and they're all shouting and waving. Kids especially just think this is the weirdest thing ever because I'm not a professional cyclist.
