The book is divided into four books which bebak Devrauil feels is unusual because most of these classics have five. He believes that there's a hidden fifth book which is to do with karma and love and sex but I've been too prudish to include it. There are four waders so unless there's a fifth wader about which we don't know but anyway there are four books. The first one is really about the relationship between the citizen and the state and the relationship among citizens. It's not just between the rulers and the rule but also among the citizenry how do you live together as citizens, he says.
