The Executive Government and Executive Power

Executive Power is a technical concept like legislative power. It's the power to run a department or administer a policy. The interesting question would be how deep does it go in terms of these agencies? Because there are many, many quasi-government agencies that are established by statute and perform governmental functions. But they're borderline questions about which I can just foresee questions being raised.
