A lot of testing is being done by QA teams. So why would we focus on developers? Like why would we try to sorry for the password, but nevertheless, shift it to the left to developers? It's not efficient because it's human to human interaction. We can finally include testing into definition of done. See, done becomes I have enough confidence to ship it to production, not 100% confidence. Nobody has 100% confidence, similar to 100% availability, but enoughconfidence to ship to production.
