How Does a Non-State Actor Capture Power?
In his new book, David Frum talks about how the Taliban captured power in Afghanistan. He says it doesn't begin with a conscious effort to capture them; things have to be going wrong. In cities, he says, crowding and chaos make it so that those power flows leak. It can also be just any place where the state is dropping the ball, or even if they're not deliberately dropping the ball.
