How to Vote for an Overture
An overture needs to pass at least 50%, 50% plus one in a press pitary. And that has to happen in two thirds of the press pitaries. So as you go along that horizontal X axis, you want to see if you want the overture to pass each press peteries a dot. The vertical distance of each dot from that red line would indicate how much their vote changed on a given overture.
