There are some new think tanks, this one called the America First Policy Institute. They're busily crafting policy plans for Donald Trump's second term. So what's different with 2016 is it's just much more organised on a much bigger scale and much more methodical. Any new administration that comes in has about 3000, 4000 political appointees. About 1000 of those need to be confirmed by Congress, but a lot of them don't. And when the Trump team came in in January 2017, they didn't have anything like that number of people.
