Is Water Really a Fundamental Elements?

In many cultures, water was considered oe of the four basic elements. Even at room temperature and normal pressure, you would see these tiny little pyramids that were linked by bungy cords to other water molecules. Other liquids just don't have that kind of internal structure. Phil ball explained to me why thought water was such a fundamental element. It seems to be one of the most fundamental substances in the world.
