The European Inheritance Complex

I wonder if there's a more fundamental issue at work here namely technology. Can a country be truly sovereign without owning the technology it relies on I feel like this wasn't an issue we necessarily previously thought much about. Europe basically has very few significant global players none in the platform area two in tech which would be ASML and SAP. The question is going forward are the Europeans going to be willing to take the gloves off and play an industrial policy game like the Chinese and the Americans for doing that?
