I wholeheartedly agree with the vision that Steve sat out and I think that local authorities still play an enormous delivery role. But to really work, there needs to not just be a devolution of powers, but a new partnership between central regional and local government. The missions feel like a real opportunity to do that where we have teams that actually sit across our different levels with one strategic objective. How quickly could you move to that? Because one of the things about local government reform over a very, very long time is it tends to be very messy and very slow and very bespoke.
