I think it ends up being both because you're trying to anticipate user need. So you're anticipating features in the future that have no relevance today. And so then you come back a few years later and your prediction of the future is off, which is actually to be expected. What works better is actually having a adaptable, flexible, loosely covered architecture that adapts to changes as they emerge.
