The Naturalist Parallel to the Balkan League
Russian Foreign Minister Sazanov lacks experience and doesn't have a very strong character. He's the guy who started this whole Balkan League idea, believing he could control it. Clark takes a familiar position on this one: Russian policy was inconsistent because there were too many chefs in the kitchen with different recipes. With Millen, she draws a comparison to a more modern example of how a smaller and weaker client state can often demand support from their more powerful patron.
