Is There a Limit to the Speed of Light?
The speed that we're talking about here is basically the average speed from one side of the material to the other side. A photon is always moving at the speed of light, but it sort of gets absorbed. And so that sort of slows it down. But electrons, particles with mass, they can never actually reach the speed oflight. It's like if you send your teenager on an air into the store and they stop and chat at their friend's house every block, it will take them a lot longer to get there.
