By the turn of the century, you have this push after 9-11 to quash dissent. And that's where you really see a lot of the big clashes between protesters and law enforcement. Out West, police are paid better. Their graft was really kind of, it exists, but it didn't play out on the large scale after some of the major reforms of the mid 20th century.
