The euro reflects a particular brand of neoliberalism if you like which you refer to as order liberalism. The ECB was built on the blueprint of the german central bank the bunness bank and there was a very heavy emphasis on tight money. A lot of hawkery in monetary terms doesn't simply rest on the influence of order liberal it also rests on old-fashioned conservative policy makers in countries that suffered quite a great deal under sort of german monetary dictates in Italy for instance or spagony.
