The indigenous people of that area are mentioned, I counted twice in the film. There is a relationship of muted hostility and wherever possible paying people off so as to forestall any application of the Native American Antiquities Act. And yes, they want another power line. They don't want to put more conductors on the power line they have because they want it to be more resilient with respect to possible terrorist attacks. Between 15 and 20 times as much money as was spent at Los Alamos in the Manhattan Project is about to be spent for upgrades there.
