Afghanistan - The Biggest Development Spending Crisis in a Conflict Environment
A lot of it ended up in DC and Virginia because it was paid to contracting companies for the work for USAID. And a great deal that ended up in the bank accounts of Afghan politicians and other members of the elite who were just repacious in siphoning off as much as they could over the years. Some of it, of course, did help the country. But for the most part, it was not the kind of investment that led to an increase in the country's productive capacity or would make a lasting change.
